I'll beat you to the punch on this one: veligers need to be in water to survive. So, NO - they cannot attach themselves to animals and get transported to other lakes in that manner.

If you find veligers, it means there is a significant adult population already present. It takes about one year to reach maturity/fecundity, and since they only release gametes, you need a male and female, there has to be an established population somewhere in the lake. Too bad, I hope the BWCA can stay "clean" for as long as possible.
