Instructors trying to stress correct practices must always work against the example and even the stated word of parents who have terrible driving habits. Btw: an off-road course such as the state course referenced in the article can be a valuable part of a driver training course. The company for which I taught owned one and required all students to pass it before driving the company cars on the streets.
