I don't know if my perception here is correct or not, but I believe based on where Syria is at now, the time for diplomacy has long since ended. Just how does one negotiate a peace with a man set on destroying a country and its people. This will only end when so many people have died at his hand that the cry from around the world will be so loud as to force external military action to bring him down. How the world deals with situations like this is a string of repetitions of do nothing until the situation becomes so bad something has to be done by someone to stop it. We have learned nothing from previous wars. (You) cannot negotiate with a tyrant.
