What's next for the health insurance exchange?

Jan. 1, 2016: Exchange must be self-supporting. I'm not the brightest bulb on the tree but the money has to come from somewhere. I guess that the insurers are paying the exhange a commission? how does this differ from calling an agent and buying a policy? Except for that now the money goes to the feds?
