A city or a sand mine?

Blair, Wis., nearly doubled itself in size last year when it annexed a frac sand mine that was established just one year earlier in neighboring Preston Township. The mine’s owner, Preferred Sands, sought the change to obtain more favorable operating conditions than those originally imposed by Trempealeau County. The deal circumvented the county’s authority and robbed the township of a sizable new tax base. The mine is now free to run 24 hours a day, 365 days a year.
