The dept of education also wants to make sure that students who suck at sports also get a chance to play in varsity games. That way the biggest Vikings fans can tell stories about when they played football for real.

If it's anything like Title IX, it WON'T SAY that schools have to provide sports for the disabled. It will say that they have to provide an equal number of sports, which means they will end up cutting currently provided non-disabled sports to meet the requirement. Just like many schools and colleges cut boys programs in order to meet the requirements of equal offerings to girls/women. It resulted in MANY more boys/mens sports being cut (swimming and baseball at MANY colleges) than it did in girls/womens being added.

This is too much. Most schools don't have a significant number of disabled kids to field a separate team in many sports, and putting disabled kids on the 'normal' team, assuming they aren't just tokens sitting on the bench, is begging for an increase in accidents and injuries.
