I don't think Europe could ever be a U.S. of Europe. Their histories, cultures, nationalism, etc. are too diverse.
USA, which incorporating a people of mostly European heritage, was heavily influence by the mostly British roots and democratic principals of the first few generations of settlers in the original 13 colonies. Following waves in immigration, while more widely diverse, have always been willing to adopt the American heritage, culture, American language (English), political system, etc., usually fully integrating within the first generation born here.
Other than Texans, most Americans value the Union. I'm not sure you can bring such a diverse continent as Europe into one political union.
