If the president were G. W. Bush and the words "fiscal responsibility" were changed to "truth," would this cartoon ever have been published in 2005?

Yes, because we all know that the president alone originates spending bills and our highly responsible Congress has nothing whatever to do with any pandering to special interests or spineless inability to raise taxes to pay for their endless yes-yes-yes to every earmark in their districts. None of this hand-wringing was going on while Iraq and Afghanistan were going on the credit card. No one in the GOP said boo when the banking sector effectively printed fake money by creating credit default swaps out of thin air, only to tank the world economy when the bills started coming due. Ah, only THEN is it time to blame Mr. Obama for his failure to turn a surplus, especially considering all of the patriotic assistance he got from the GOP.
