I think it's fine that they want to go back. However, in area with a 100% chance of this repeating I can't see the U.S. government providing any insurance for them. If they want to rebuild, then buy private insurance and realize that there will be no further assistance from the government in the future. Yes, we rebuild towns after tornadoes and other calamities. However, the odds of a future calamity occurring again in those areas is very small, not like here where the odds are so high.
