Property tax -- maligned and misunderstood

Indications are that reducing local reliance on property taxation and providing property tax relief are priorities for Gov. Dayton. Are these reform goals really justified?

If you feel that property taxes are above your ability to pay, there is a solution for the taxpayer, move to a cheaper house. The positive about property tax is that it forces everyone to pay.

The biggest problem with property taxes as that the property tax base (i.e. property values) can differ markedly between jurisdictions. You have property rich areas where schools and local governments have little problem financing their needs and the desires of their citizens. And then you have property poor jurisdictions that frequently have financial difficulty funding even more basic services. The problem with retaining the property tax system, whatever stability it supposedly has, is that in doing so we perpetuate this unfairness. Stability isn't necessarily the most important factor we should consider. This is nowhere more problematic than in school funding, where we shortchange our kids who happen to be in poorer school districts.

The problem with proprty tax is the renters' refund. Renters do not feel the cost of the local services they use disproportionately.

From the author information at the end of the article: "Minnesota Center for Fiscal Excellence, formerly known as the Minnesota Taxpayers Association." Wha-a-a-a-a-a-t? The Minnesota Taxpayers Association is working on fiscal excellence? When the no-tax-increasers made state budget deficits chronic? When, according to Lori Sturdevant's article, "Only four times since state taxes were cut in 1999-2000 has the Legislature convened without a deficit it was obliged to close on its agenda"? Now no-tax-increasers are working on fiscal excellence? And paying for it by increasing property taxes???

The rise in property values on modest homes over the last 20 years was due to no fault of the homeowners. Now you are suggesting that seniors that followed all the rules but had their home values and taxes raised due to the mortgage crisis should jut sell the home they raised their children in. This is just not fair. Assessed values on homes need to be brought down to market levels. But when counties do reduce the assessed value they turn around and raise the rates to compensate. How about we have cities and counties stop the spending spree.

Install a rent tax, to capture funds from the large percentage of none property owners.

Many states have passed laws which protect senior citizen's from being taxed out of their homes by indexing increases with a small percentage cap or to fixed incomes. Minnesota is not kind to seniors in this respect.

We should halt exempting businesses from paying property tax. Businesses bebefit more from the services that come from property tax then individuals. Especially when they complain about poor schools but do not want to contribute to education costs.

Sfod93, renters already pay property taxes. It's part of their rent already. Or do you think that owners of rental property pay that tax (often with a higher rate than most single family homes) out of their own pockets without passing it along to renters?
