"But some reputable breeders say regulations would be a burden, and that the bad ones can be prosecuted under existing animal cruelty laws." --- A licensing would work to prevent the puppy mills. You would think that the "reputable" breeders would be all for that. It would be less competition and they could get more for their product. I don't think they are thinking this through.
