"Ward tells WXOW-TV it's a unique project because of the state line in the middle." Um. What? I suggest he, and the writer, take a look at any map of the United States. The Mississippi, Missouri, Ohio, and several other rivers- ARE the state borders for dozens of states. I think they have Interstate Highway bridges. Just a couple. Very very far from unique. So- what ELSE is Ward unaware of??
woodyag, I'm guessing his point was that it is unique with relation to most projects in the MnDOT District 6 portfolio... meaning there are logistical and bureaucratic complexities, more agencies, etc compared to a normal MnDOT District 6 project. There are only a handful of bridges across the Mississippi in this district, and IIRC the second LaCrosse span was over a decade ago and WisDOT was the primary agency on that project. Context.
