Shall we blame George Bush for these as well?
Well, markap, he was the one who said, "Brownie's doing a heck-of-a-job," ya know. But realisitically, I think Congress should be taking much of the blame, because they hold the pursestrings, and all types of infrastructure has needed replacement for decades. The Corp can only do what they have the money to do. In the case of the levees in Nor'leans, building levees is not the answer or at least the only answer. The wetlands out in Plaquemines Parish have been neglected for half a century. Its awfully hard to hold back the power of the Gulf of Mexico, no matter how high you build levees. Mother nature always has an answer to what humans can do to try to keep her furry at bay.

The Greatest Generation was willing to pay a tax rate to build and support the infrastructure of the greatest nation in world history. We currently pay the lowest tax rate in our history and do nothing but complain and turn a blind eye as bridges collapse into rivers and levees give way to flood our cities. We should be ashamed. I know my Grandfather would be.
Simple solution, do not live where it floods. Nuff said
