Minnesotans voice concerns over Russian adoption policy

What does Russia want from our government in order to lift the ban? Added protections for Russian-born adoptees? Recall of the Manutsjy Act? Wouldn't finding this out be helpful in developing an approach to getting Russia to lift the ban?? It is very sad that some Americans may not be able to adopt the russian kids they've fallen in love with -- but then again, Americans aren't entitled to adopt Russian children. It's a privilege that Russia can revoke at any time for any (or no) reason at all.
