Army Corps' rock-clearing effort keeps drought-starved Mississippi River passable for shipping

Were the shippers assesed the cost of the extra dredging? Will they have to pay resort owners on upstream lakes if the levels fall so low their resorts are useless, just so the shippers can keep going? What is the cost of drastically reduced year classe of fish to the upper part of the system due to low water levels? We should quit spending ANY money on this system and replace it with a 2-lane RR highway down both sides that runs no matter how dry it gets. Let the river go back to the beautiful wild stream it once was. Bill G.
