Conn. medical examiner doubts genetic tests of school gunman's body will explain why he acted

One of the things that handicapped me and other officers during my police career was a law that allowed us to take action BEFORE something happened in dealing with mentally ill people. I think the biggest thing we need is a comprehensive law that allows police officers and other public officials from taking action before something happens, while at the same time protecting there rights, probably by providing them with an attorney immediately. We currently have the right to place someone on 72 hour hold after something happens.
