Who would be responsible for the proposed Keystone pipeline plus I bet that thing would cross many many riverbeds

"Who would be responsible for the proposed Keystone pipeline plus I bet that thing would cross many many riverbeds"
Part of the Keystone Pipeline is being built right now. The delay related to the part pipeline passing through the Sandhills area of Nebraska. At some places the Ogwalla aquifer is just a few feet below the surface. And that's the Aquifer the great plains rely on for farming. Nebraska republicans appealed to Obama to study a re-route.
Of course it will cross many rivers as well.
