This is utterly ridiculous. The fact that someone turned them in is even worse. Most people purchase these things (like the article indicates) out of nostalgia, not as a means to promote smoking. My kids are abhorred by the smell of smoke and know the health risks of benefits but have bought these several times (I won't tell you the store in this same suburb!) because they think they are funny! The next thing you know they are going to ban the sale of cap guns and nerf guns because they might promote gun violence.

It's a good thing not to have around children. Back in the day, my brothers and I loved them. Once we hid behind a wall and one of us stood up and pretended to smoke as Mom came walking down the street. (Smoke provided by exploding a roll of caps) That was as transparent as glass as to what our aspirations were. Of course, we graduated to the real thing pretty soon after. They're still puffing away 40 years later and suffering the consequences. I did quit, but would rather not have the stents that are in my femoral arteries. No, please do not encourage children to smoke!
