And these words are very telling--which should be reaching across the entire ceded territoy including Lake MIlle Lacs--"Crabb made a series of rulings in the 1970s confirming the tribes can exercise those rights as they see fit as long as they don't endanger the state's conservation efforts or public safety." Key words are as long as they don't endanger the state's conservation efforts. Obviously, the Mn. DNR should prevail when saying the nets have to go away during the spawn--at least!
