Treaties from the 1800's were entered into under totally different circumstances. Hunting was a necessary means to provide for the families. I am an avid hunter for both recreation and consumption and cannot find any logical reason to allow anyone to hunt deer at night. The risk to people and livestock/domestic animals far outweighs any reason to shine deer at night. Perhaps, if allowed, then 1800 technology, no million power spotlights, be required...like a reed torch.
