Right-to-work landscape in the Rust Belt region

The one state that has not dared to touch the unions has the lowest debt rating out of any state in the country, owes it's vendors $5 billion in unpaid payments for their services, has a $7 billion dollar deficit, and has over $90 billion in unfunded pension liabilities. This state is Illinois. The opposite is their neighbor to the north who has a $300 million dollar surplus and the only fully funded pension system in the country. This state is Wisconsin. At least some states are willing to make the tough decisions.
