Bachmann's re-election campaign helped her reduce presidential bid debts

How is it legal or ethical to use campaign funds that were donated for a very specific purpose(to re-elect Ms. Bachmann for CONGRESS) to pay off debt on a separate campaign? Obviously the donors for her Congressional campaign believed in her abilities and electability but equally obvious is their lack of belief in her presidential run. I realize this is probably legal and happens all the time on both sides, but it still feels wrong. Is there no one from either party willing to say "This may be legal, but it is not right."? If I am a donor for one campaign it does NOT automatically mean that I support any others or approve my money being used for a different purpose.

Wait a minute--she spent more money than she had? And then had to rely on handouts from others?? I thought she was against that idea.
