There has been a lot of debate over people not helping. I have yet to hear exactly how much time he had to get off the tracks before he was struck. I would like to think if I was there I would have helped, but I am not sure if I would have. What if in a panic, the victim pulled me onto the tracks also, like how drowning victims can pull their rescuer under?

The story says there was 22 seconds. Not much time, but a quick thinker could have urged him to run to the steps. The problem with grabbing and pulling is that he could pull you down to the tracks in his panic.
