The thing that bothers me about this article and so many others like it is the source; "The officials spoke on condition of anonymity because they were not authorized to discuss the issue publicly." There seems to be a lot of that. My conclusion is these stories are plants - either by the Administration or by the press. Seriously. If these statements aren't intentional there is a really bad breech of protocol that is endemic not of the Administration but of the society that is perceived to need titillation to get its attention.
