The last 20 years have proven that the lock and dam system on the Mississippi is incapable of stopping damageing floods and now proves that the system cannot store anywheres near enough water to maintain water levels during a drought. The onlylogical conclusion the is that the only purpose ofn those locks is to facilitate traffic. Therefore, the entire cost of the system should be born by the shippers using the locks. IF that were to happen, the cost of shipping by train would suddenly be competitive. Put more simply, the ONLY reason barges are cheaper is because of the government subsidy. And the biggest oinker at the trough is Cargill. Bill G.
If you believe Ruphina, that only the River system is subsidized, then you need to look at county property locators and see how much railroads pay in property taxes in MN. That is in addition to giving them the land.
