Task force suggests districts combine, redistribute revenue.
No... just no... if a community passes a referendum, it was based on the need of that community. If a community fails time after time, to pass a levy, there are two things wrong. Either the referendum was frivolous to most patrons, or the community wants someone else to pay for it. Why should I have to pay for them? Some referendums pass by a razor thin margin, and this will kill any chance of those districts to pass one again.
Throw as much money at education as you want, it is not going to fix the social problems that are the true roadblock.
It seems if there is a new wrong way to fund schools people protecting the legislature will find it. This is unaceeptable and illegal. There is one correct way to pay for the state school system which is defendable and just, 1005 funding through a statewaide income tax on every resident, property owner, and worker or income generator in the state. It's doable, just, constitutionally compliant, and the right thing to do. Stop wasting our time by attacking Minnesotans with new schemes like the one described here, it's unacceptable and outside the states authority.
Biggest problem- schools aren't getting money from the state- we are giving schools IOU's
One of the problems with centralized educational systems, just like, financial, governmental, or really any centralized system even military is one does not necessarily have control over the decision making process. Just take a look at the conflict in Afghanistan right now and compare it to the issues of education in Minnesota at a district level. In the peace making process -- to show good faith -- the Taliban could go messing with North Korea -- since North Korea has declared itself an enemy of the United States and pretty much the rest of the world and is one big supplier of illegal arms around the world--funding its evil -- you know!!
However, doesn't happen and its really because of the centralized military issues surround Afghanistan and the United States.
Same in this educational issue. Here the 'Talibam' the committee is trying to solve monetary 'problems' by victimizing the 'haves' and 'have nots' however specifically in THEIR OWN districts where it would make a lot more sense to move to the OUTSIDE world to get more moo-la.

I like numbers, problem-solving, creative ideas, and public education, but this proposal is totally nuts! It would require a school district to recommend to its residents a levy of sufficient size to address the needs of that district plus enough to fund the amount that will be redistributed. So, rather than projecting and meeting needs of the district, the district staff would need to also project which other districts will be contributing to the pool and which ones won't be, so that they can raise the proper cushion to be redistributed. If you were to ask them, I think you would find that most district staff have enough trouble forecasting whether their own residents will support a levy covering their basic requirements.
Education is truly the black hole of spending.
No way do I want property taxes to go up and go into a pool. We supposedly found a way to fund schools equitably with sales/income tax. Do that. Property taxes are too regressive.
Just how many levies do these geniuses think will pass in the future if residents know a significant portion of the increase in their property taxes will fund a district halfway across the state? My guess is very few. This is the wrong way to go about securing equitable school funding — and this is coming from a resident of one of those rural districts that struggles to pass its own levies. If schools were properly funded with state revenues, we wouldn't need to play these local property tax games and continually seek "shifts" that only further the imbalance.
One of the problems is when centralized educational systems try and pretend that they are really local systems when it comes time to foot the bill. Constitutionally the oness of establishment and maintenance is clearly on the legislature. There is an administrative department in state government, the MDE, which can undertake the administration of the legsilatures management. Local school dstricts are dinasurs basicly kept on life support to give localities the false sense of local control, and to giv e the levislature a fall guy to take their bad guy role from them. The time for honesty has come, in responsibility and funding. If the legislature does pass something as lawless as this to run away from their responsibility even further, I suspect change may come faster than the theatre is now showing it's willingness to provide.
The faster we hold our neighboors inthe legislature personally accountable for the constitutional mandate they asked to bear, the sooner we will get education off the "problem" table. These people live near us, and we can hold them accountable by communicating with them regularly until they do. This new failed suggestion is something that should be discarded out of hand as lawless and unethical. It doesn't pass the smell test.
