If you really think about it, I guess this is the only way to do it. However, you could first have another election just with these two candidates for this office. At least they didn't have a "duel at 15 paces" to decide the race.

I've been thinking about this and I believe you would have to throw that ballot out. If we didn't throw these out and someone really wanted to muck things up, they could mark up a number of ballots in any number of ways fairly quickly and discretely.
