Interesting perspective citing the railroad's safety record. It seems to me that the driver of the bus must be considered mostly responsible. Here in the US, bus drivers are required to stop their bus, look both ways, before starting to cross any railroad crossing, regardless whether that crossing has other signal controls or not.
