Doesn't matter if he's willing to testify or not. Congress can issue him a subpoena. Of course, he can take the 5th all day long if he wants, or in more modern fashion, claim "National Security" and refuse to answer. Since the Benghazi debacle was just the latest deadly mess for US policy in the Middle East stretching back through Reagan's Beirut Marines disaster, all the way to and past the 1953 CIA installation of the Shah of Iran, I can't imagine Petraeus could say anything that should surprise anyone in Congress. What Fox News makes of it all is anyone's guess, but they were about as right in their election night coverage as they are about everything else, so who cares what news they try to create.
