Looks like its not the MSP airports that need work but the outlying airports. I would be willing to bet there was money intended to go to the outlying airports like bemidji, duluth, moorhead, ely and others and it was refunneled by the 'king' paw-lent-yee when he was robbing to keep from paying the snow plow workers he was mad at.
