Why can't they hire another cop instead of paying overtime?

well, it doesn't make sense to hire officers, full time, year round, just to staff special events like Vikings/Twins games. It's more cost effective to pay the overtime for these occasional events.

Its more cost effective to hire part time cops or cops just for special events, yes. These amounts are ridiculous. There is no reason we cant hire part time or cops that are just on hire for special events such as these. There are plenty of unemployed people that would be happy to work part time or here and there rather than not at all.

Their pensions are probably based on their high five years of earnings, therefor working a lot of overtime can bump up the pension benefits. It's common practice to work a great deal of overtime in the later work years to increase the pension. Overtime has both short and long term costs.
