From photos of kids to alcohol access, Europe's permissiveness ... moderates.
I can attest to the value of learning to drink within the family. Most of my older relatives were either from the Old Country or had been born shortly after their parents arrived. When we had family gatherings, the teenagers automatically received a glass of wine with dinner. If we had a family backyard picnic, the teenagers were offered a beer. Growing up like this, I didn't feel that consuming alcohol was something thrilling and naughty; it was something I could do in front of my entire extended family. No excitement in that! There were three of us siblings. Now, as adults, two of us have an occasional drink (once or twice a week), while the third doesn't drink at all.
Drinking is found to be somewhat determined by your 4th chromosome. People living in different locations can have different geneome traits. We are our genes and environment, not just environment. The article writer needs to have a better understand of these issues.
One obstacle to change is the fact that revenue is raised by the illegality of these acts. Fines are no more a deterrent than they are a money-maker.
