Can tenants withhold last month's rent?

I am a tenant in my last month of of residence here. I have paid my last months rent and have a good amount of money laying on my move out. 1300.00 to be exact. I plan on making sure this place is spotless and in reality, probably better then when i moved in. But I really have a thought in the back of my head that my landlord may try to keep my deposit, or some of it. He is not the best of landlords around. From un worked maintenance problems to stopped up drains. Any how at this point I want to know what i should do about making sure i have proof that i am due my money back. I really dont think i can trust him. I have dogs so I put down a 500. im ;even laying black dirt and seed to cover the spots they have marked up. What should i do to make sure i get my money back to me? video tape the house? have him sign something saying it is due to me? i dont want to go weeks wondering what is going to happen. I also cant afford to pay for court so i want to cover myself first.
