The EPA is instigating a "Federal Implementation Plan" because of an extreme failure of the MPCA to carry out its responsibilities. The PCA is fronting for the polluters it's supposed to be regulating ... this carries a heavy price in death and disease, as well as haze in the Boundary Waters.

"MPCA officials did not testify, but Catherine Neuschler, air policy coordinator of the state plan, defended it as a "good first step" toward regulating taconite emissions. Limits for nitrogen oxides have been established for the first time, she said in an interview, and that's progress." Trusting the MPCA to provide healthy breathing air for the citizens of Minnesota is like trusting a fox to guard the chickens, but obviously much worse. Same thing out here in California. We are dealing with entrenched government bureaucrats who make fat paychecks and huge pensions and want to do as little as they can to get their hands on the money. The head of the local air board where I live makes over two hundred thousand a year and many of his staff pull in six figure salaries. On top of that they have little to no health literacy and are not qualified to deal in matters that affect our health. The mantras they like to use are "things are getting better" "we are making progress" "it is OK for people with normal lungs to breathe polluted air". They will also only deal with what they call the "big picture", reflecting their attitude that there is so much air pollution already, why bother. And the "big picture" they do look at may or may not reflect the situation as it really is. Although the machinery they use to analyze the air sample provides hard data, the interpretation of this data is statistical and is therefore usually manipulated to paint the picture they want. Professional liars at work. What is even worse is the fact that they are cheating millions and millions of American citizens. They are attacking our health and shortening our life spans and they are playing dirty doing it.
