The city's stricter "policy" toward egress windows improperly conflicts with law, the judges said. An appeal is being considered.

Seems like the city has a good idea - but an incorrect way of making it a requirement. I think if I drove through peoples yards , the St. Paul police would tell me " stay on the approved roadways - follow the signs and laws - here's your ticket!"
