"When he inquired about what would be needed to qualify for federal approval, he was told he had to be a registered pilot and that his ground crew needed to pass airmen physicals." - But any yokel can go go down to Hub Hobby and plunk down the cash for a similar rig and fly unregulated. For a few extra $$ he can buy some scale model rockets and motors and have some real fun.

Perhaps the county should use UAVs to identify and ultimately tax the hundreds of miles of unregistered and non-permitted drainage tile that has flooded and polluted many lakes and drainage systems?
