why was he not arrested on the spot - i can't believe any of those girls got on a bus, or thought it was okay (safe) to continue on in his presence.

An adult in position of authority assaulted a minor. And WI authorities see it as a misdemeanor. What would he have to do get it to a felony level, kill her? I doubt he will spend any time in jail. Another day in WI, I guess...
