No boat to float? Wet a line from piers, platforms

There are 350 piers, platforms and shore-fishing sites in Minnesota.

Sounded to me like the floating piers are EXTREMELY cheap, the cost is less than one fancy boat that only one guy uses a few times per year. And twenty five to thirty years? I think they could replaced a little more often.
