Apparently those in Congress who want to reinstate the ability to transfer money overseas to Somalia and other countries who harbor terrorist organizations haven't been listening to the State Department. The State Department has evidence these money transfers do end up in the hands of groups like al-Shabaab. I see no benefit in allowing these transfers to resume, and whether the money goes underground or not is not a sufficient reason to allow the transfers. In fact, if they then go underground those who flaunt the law should be proscuted as supporting terrorist groups. As long as Somalia remains a failed state there is no guarantee the money will not end up in the wrong hands.
