How much did this "public arts project" cost the taxpayer?
Cost to the taxpayer? Its a fiberglass model that they let sit in a lake all summer, get real.
They were smart enough to leave it in one
Are though so no aquatic nuisance species can catch a free ride.

It's not sponsored by any public agency. It's paid for by the Minneapolis Parks Foundation, which is a non-profit, private organization.
DufferH probably less than 50 bucks. How much does pointless highway construction cost taxpayers each year?
