"abnormal protein in the nervous system cells" is not a reason. That's like saying someone had a heart attack because their artery was clogged. And there is no evidence that it is truly contagious. It is more likely when detecting more then one animal with it that they have all been exposed to the same conditions that caused it to begin with.

They should ban these deer farms. I agree with valerius Geist, the Canadian ethologist who has studied deer across the world. His case against farmed deer and elk is pretty compelling.
