The 1940 Census is no doubt a data AND revenue sharing pilot project between Ancestry.com and the Minnesota Population Center. If all goes well, I predict that MPC will eventually make most of their data available only via paid membership with a commercial partner such as Ancestry.com.
The previous commenter is misinformed. The Population Center's work is largely funded by agencies which require that the data be made publicly available permanently. Furthermore, the Center is a world leader with a track record of taking data that was not previously available and making it public. There is no evidence or history to suggest that paid membership to MPC data is a goal of the Center, nor would it be legally possible even if it were.
