Let's look at this a bit differently, PAwlenty changed the Medicaid rules, the state paid under an older formula, because care was denied via the Pawlenty rules, the plans had a winfall. This is another mess left by the governor who took 2009-10 to run for an office he quit running for after a bad straw poll. Want money back? Go after the salary he took.
