DNR personnel shuffling in St. Paul won't improve habitat. Local citizens have to be more responsible and empowered for improving habitat. The Conservation Partners Legacy grant, funded by the Sales Tax amendment, is currently poorly run and cumbersome. Further many local groups that would like to improve habitat can't afford the "match" required. It is the peoples tax money, don't make them come up with more just to access it for a good cause.

facts4you's comments are right - DNR personnel shuffling at 500 Lafayette won't do anything for habitat (it has been done may times in the past and habitat has declined drastically). Many of the higher ups in the DNR are simply coasting to retirement and don't really care about actually getting anything done. They are just concerned about themselves and getting their "high 5" and counting down their days. And the Legacy Funds are not practical for most conservation groups, especially the smaller local ones. Not only do you have to come up with a lot of matching $ but you have to raise all the $ yourself first, then spend it, then submit receipts and paper work, and then wait to see IF you will be reimbursed by the state for part of it.
