Since the 1990s some blocks created YahooGroups, now many create Facebook Groups. The key is for someone to step up and gather e-mail addresses on their block regardless of their technology. Heck cc: via e-mail works as well. Also, if you prefer open, accessible, non-profit, inclusive neighborhood-wide connecting, over 30 ""Neighbors Forums" are spread across the Twin Cities with over 10,000 members. They are hosted by home grown E-Democracy. Just google "be neighbors Minneapolis" or St. Paul for the directory.
