Maybe they can use this "off year" to improve their flood plan and move people out of the biggest problem areas.

It's not over until it's over. There's a lot of winter and spring yet to be talking trash to the flood gods.

One good winter storm could change all that in about 24-hours!

If we don't start getting some snow soon, our farmers are going to be screwed this coming up season. The fields are going to be bone dry by May at this rate. We need snow, not just for the fields, but also have you ever heard of a fire hazard in December or January for Minnesota? Its dry out there and yeah we have some snow on the ground but not enough to keep things green this summer. Expect food prices to sky rocket this year due to bad crops. Also, like me and many other Minnesotans are getting screwed by no snow or cold weather, this state makes a ton of money off of the snow and cold and this year we are losing a ton of money because of this nice warm dry weather.

After the swing and a miss last year on the "Flood of All Time" that never happened, I am leery about believing Ms. Cooper and the National Weather Service's predictions. Number one reason for flooding is rain. We could have very cold temps sending frost deep and then spring rains that run off. We should all get paid so well to be successful being 50% correct!

On the other hand the low amount of snow might be a real problem for the farmers this spring and summer.

ironman6975...you couldn't be more wrong and it would be a waste of my time explaining how wrong you are because I have a feeling that you just wouldn't get it. Please do not comment on topics that you know nothing about.
