Congrats to Mr. Mangine on over a quarter century of service to Ramsey County. Now a quibble. I realize it must be kind of boring to do a photo that's essentially just showing us what the subject looks like, but the "artistry" of the photographer succeeded in making Jolly's head egg-shaped. The building behind him seems to have gotten more consideration than the subject of the photo.
