So foot dragging by HHS is "puzzling." Most would say that foot dragging by a Federal agency is mandatory.

HHS's puzzling foot-dragging? Remember how they dragged their feet on issue draft rules for the CLASS implementation? A year later, oops, it doesn't work. Probably the same thing going on here. One more nail in the coffin.
