Isn't there always a deficit? The problem lies in the reckless spending. There is probably hand wringing in St. Paul over how to spend it.

A surplus? I think that means we need tax cuts and rebate checks IMMEDIATELY!!!!! A surplus needs to be disbursed right away so that we are always either running a deficit or barely breaking even. If we take in more than budgeted, the Republicans start demanding we reinstate funding they had us cut when we were in a deficit. Then they call for arts funding we couldn't afford when it was voted on last time. If there's one thing that is certain, it's that the GOP is going to start patting government employees on the back for suffering through the hard times. Oh, and they’ll thank the current administration for such a successful management plan.

"The state took in $3.6 billion in revenue from July through September, about $59 million more than projected." Good, we can send that $.059 billion back to the local schools that we borrowed through cost shifts. Only $1.841 billion to go.

Just think how much higher it would have been, had not Markie shut the government down closing all revenue makers in July...it's not the makers that reduce the revenue, folks, it's the takers!

Hypothetically speaking, when schools get their excess money, what are they going to spend it on? I guarantee that the majority will think that schools wasted it. Instead of lowering classroom classes, we'll need to replace computers that are a year old...maybe our students need Ipads.
