Why is it the government that is expected to do the inspecting? Why not have a private company set standards and then charge the producers for a seal of approval?

This system seems to work well for other industries, why should food be controlled by the federal government.

Let's see now. Who "inspects" and regulates the financial industry. Oh yes, that'd be the GOVERNMET.
Actually the govt (SEC, etc.) and private companies (Moodys, etc.) "inspect" Wall Street. But the govt regulates and inspects Wall Street. Moodys and other just rate. So where to lay blame. Difficult to say. Both. But I place it far more on Uncle Sam for sure since they "inspect" (police) and regulate. Moodys and others only rate. SO the Federal govt is considered by most as having the primary responsibility.
